I

Introduction

Who we are, and why street-lighting operations deserve better than complaint forms.

Section I · Introduction

About BW-CITY

BW-CITY is a smart street-lighting operations platform, built and operated in Malaysia by the BWTMS Tech Team. It gives councils a live command view of their entire lighting network — and a verifiable record of every fault and every repair.

  • Five networks in live operation — city and municipal councils, and the national utility
  • Operated daily — morning and evening network reporting, every single day
  • Malaysian team, municipal focus — built around how councils actually work
Kuala Lumpur city skyline at night Built in Malaysia · for Malaysian cities
Section I · Introduction

Today, a dark street waits for a complaint

A resident notices. A report is filed. Nights pass before the fault is even known — and the council answers for every one of those nights.

Dimly lit street at night Reported by no one
Challenge 01

Complaint-driven discovery

The resident is the sensor. Faults surface days after the street goes dark, through channels built for grievances — not operations.

Challenge 02

Unverifiable maintenance

Contractor claims are checked by paperwork and occasional site visits. There is no independent record of what was actually repaired, or when.

Challenge 03

Fragmented visibility

Network status is scattered across spreadsheets, phone calls and institutional memory. No one holds the whole picture.

Section I · Introduction

The same fault, on two clocks

One lamp fails at 20:14 on a Tuesday. Everything in this proposal comes down to what happens next.

Complaint-driven — the way it works today the street waits for a resident Dark for 8+ nights
Tue · 20:14The lamp fails. Nobody is told.
Nights 1–3The street stays dark. Residents change their route.
Day 4Someone finally files a complaint.
Days 5–7The report is routed, logged and queued for inspection.
Day 8 →A crew is sent — and the council has no independent proof of the repair.
Detection-driven — the way it works on BW-CITY the network reports itself Dark for one night
Tue · 20:14The lamp stops reporting light-on. An alarm is raised automatically.
+ ~10 minThe settle window passes. This one has not cleared itself.
Within the hourA work order is raised, typed and prioritised, with the nearest road attached.
Wed morningThe crew arrives with the fault, the location and the history already in hand.
Wed · 19:30Closed with photo evidence — and it appears in that evening's report.
The difference Days of darkness → a single night Illustrative timeline · settle window and escalation as operated today
Section I · Introduction

The network can report its own faults

The operating principle
From complaint-driven
to detection-driven
maintenance.
  • Works with the lighting-control infrastructure you already own — additive, not rip-and-replace
  • Faults are detected automatically, filtered for noise, and escalated as tickets
  • Every repair is evidenced and reported — accountability by default

How the platform fits together

Three layers. The field infrastructure you already own at the top, the people who need answers at the bottom.

Section II · The Platform

Faults are escalated. Noise is not.

Roughly half of everything the network reports fixes itself. A crew should never be sent for those.

Everything the
network reports
Lamp alarms received, around the clock 100%
Filtered by the
settle window
Self-clear within about ten minutes ~55%
No ticket · no crew · no wasted trip
Escalated as
real work
Sustained faults ~45%
Become a prioritised work order within the hour
The input

Alarms stream in from the network around the clock — every lamp, feeder and gateway, all night.

The filter

A settle window lets self-clearing blips pass without wasting a crew's night. The figure above is our own operating data, across live networks.

The output

A sustained fault becomes a work order within the hour — and is auto-cancelled if it clears itself.

Section II · The Platform

The life of a single fault

From the moment a lamp stops reporting, to the line it occupies in the council's evening report.

Step 01DetectedThe device stops reporting light-on. No complaint required.
Step 02Alarm raisedTyped and located — the fault lands in the live queue.
Step 03Settle windowA short hold. Blips that fix themselves never reach a crew.
Step 04Work orderSustained faults become a prioritised ticket within the hour.
Step 05RepairedCrew closes the job on mobile, with photo evidence attached.
Step 06Verified & reportedThe device confirms it is lit again — and the repair is reported.
The branch If the lamp comes back on inside the settle window, the alarm is auto-cancelled — no ticket, no crew, no wasted trip. An open work order that self-resolves is cancelled the same way.

Section II · The Platform

A full day on the network

The platform runs on the city's own rhythm — dusk to dawn on the network, daylight for the crews.

00:00 – 06:30Night watchAlarms stream in, settle, and become work orders queued for the morning.
06:45Switch-offDawn switch-off confirmed across the network.
07:00 – 18:00Morning report, then the crewsThe overnight picture is on the desk before the shift starts: faults, energy, open work orders. Crews clear the queue through the day and close each job with evidence.
19:15Switch-onEvery lamp verified as it lights. Anything that fails raises an alarm.
19:30Evening reportThe day's repairs and the night's readiness — by email and Telegram.
20:00 – 00:00Live monitoringThe map is watched, not remembered. Sustained faults escalate the same night they happen — the operations-room wall shows the whole city at a glance.
